There were two similar questions, but I’ll answer this one as well, just in case.
Even when photos are retaken, our policy is to add to the original comment rather than delete it. So the initial staff comment will remain.
That said, there are rare cases where it may accidentally be overwritten and the previous comment disappears, but that would be an exception.

Yes, the best option would be to contact the branch where you were previously registered directly. That should make re-registering go smoothly.
You can also apply as usual and note that you were previously registered in the comments section, and the branch should be contacted.
In most cases, it will come to light during the interview even if you don’t mention it, but I think it’s best to let them know in advance.
