The interview when you join usually takes about an hour as well.
That said, the amount of time spent explaining the rules is about the same as for female members, so it may be easiest to think back to how many minutes you personally were given an explanation.
The rules at Universe Club have changed several times along the way, which means some men are still acting according to the old rules.
Under the current rules, once you sit down at the table, the man should give the woman ¥5,000–¥10,000 upfront as “transportation expenses”—“upfront” is important here.
There’s a range, but it seems that most men pay ¥10,000. Of course, I imagine this is also meant to help things go smoothly after dinner. Some men give ¥20,000 or ¥30,000 even for dinner only (no intimacy) if they particularly like the woman, but according to the rules, it’s ¥5,000–¥10,000.
In the past, the rule was to give it to her after dinner. So under the old rules, when things progressed into an adult relationship (intimate), it was common for the transportation expenses and allowance to be given together.
That’s why, as you said, you may have felt that you hadn’t received anything—but under the old rules, it was included in the allowance.
However, those were the old rules, and it’s already been more than two years since they changed. Under the current rules, it should be given before the meal, so giving it afterward is actually a rule violation.

Unlike not paying the transportation expenses at all, a violation of this level won’t result in the man being forcibly removed from the club. Still, if he continues violating the rules despite being told several times, the club may need to take some kind of action.
