Even if they planted a GPS tracker, it would probably be attached to something you carry around, like a bag. If you look carefully, I think you should be able to find it.
As for cameras, it seems to depend on whether they record footage locally or transmit it wirelessly.
If it’s a recording type, they would probably retrieve it the next time they come to your house and replace it with a new one. Since it wouldn’t be transmitting a signal, you’d basically have to search for it visually.
If it transmits a signal, a common approach would be to buy an amateur radio, remove the antenna—this lowers its sensitivity so it only picks up nearby signals, making it easier to search inside the room—and press the scan button.
You should be able to find the frequency range to scan by searching online. If the frequency is more or less fixed, you might even be able to simply walk around the room and detect it without scanning.
There’s also a possibility that they planted a listening device rather than a camera. For example, newly installed three-outlet power strips that weren’t there before are often used as listening devices. (If one had already been in use, it may have been replaced.)
I think the best option would be to move out and make sure they aren’t allowed inside your new place.

Even the smallest GPS trackers are larger than a 500-yen coin, so you can find one by carefully checking anything you wear or carry that feels bulky or stiff, such as your bag, jacket, coat, or shoes. The easiest way to find one is with a metal detector.
Cameras installed in a room are much harder to detect. In the past, you could find them by searching for radio signals, but these days Wi-Fi signals are everywhere.
It depends on how long they had access to the room, but if they drilled into the wall to install one, there should be signs of repair. Looking for those marks may be your only option.
The easiest place to install a camera quickly without leaving traces would be behind a wall outlet or light-switch cover. Try removing the covers; if there’s nothing there, you can probably assume there’s no camera.
If someone had access for two or three days and was capable of bringing in a professional, the device may have been installed somewhere that isn’t easy to find.
However, someone capable of going that far probably wouldn’t do something as foolish as stealing underwear, which would immediately give them away.
