You say, “That’s not how you’re supposed to receive an offer,” but the person asking the question clearly wasn’t asking because they wanted to receive an offer. My understanding is simply that, as a result of exchanges in the Q&A box, there are occasional cases where both parties think they’d like to meet, which then leads to a setup.
