As Taro said, people who like large breasts actually want to avoid breasts that are called “large” but aren’t really that big.
There are quite a few genuinely small E cups. If someone has a narrow band size, that’s just how it is.
There aren’t many small F cups, but some can feel more like an E. The so-called “beautifully proportioned” breasts may be more common among F cups…
G and above tend to give the impression of having a solid, weighty feel. Natural breasts tend to spread out more when lying down, so they’re more “huge” than “beautifully proportioned,” haha.

As for your question: between an F and a G, I’d choose the G. The reason is that, based on my experience, many women exaggerate when self-reporting their bust size—usually by about two cup sizes. So if she says F, I assume she’s really a D, and if she says E, I’m suspicious that she’s actually a C.
Also, depending on height, you generally don’t get a genuinely large-busted impression unless she’s an E or above. So if she claims to be a G, I figure she’s almost certainly very busty. Going by the stated sizes alone, G wins hands down. Of course, if there are photos or videos, or if the club measured her directly, I’d make an overall judgment based on those factors too.
Incidentally, with anything above an H cup, I worry that she may be large-framed overall, including her waist and hips, or that there may be some sagging, so I wouldn’t go for it. Also, at an offline meetup once, the organizer brought his girlfriend, who was an I-cup woman named Ai. I remember thinking, “Well, that’s quite a coincidence.”
