Even though it was a letter date, you met without agreeing on the allowance beforehand.
At the very least, make sure you agree on transportation costs before meeting next time.
If you didn’t receive any transportation money, please give the club your feedback.

An allowance of 30,000 yen for an adult relationship (intimate) is one thing, but no transportation money is out of the question.
That said, I’m sure this has left you with a negative impression of letter dating, but it was simply that particular man who was like that.
You probably would have had a similarly unpleasant experience on a club-arranged date with him as well.

There, there. That must’ve been rough…
How about this, then? The allowance is only 3, but wanna blow off some steam with a private video of us? It’s only 3, but I guarantee the experience!
“Feeling down because the allowance was just 3” isn’t really funny material, so unfortunately, it’s a weak story. I want some humor in the setup, development, and twist—not just the punchline.

Some men consider “3” to include transportation, so it may have been 10,000 yen for transportation plus 20,000 yen as the allowance for an adult relationship.
(Actually, I think most of them would use that as an excuse if questioned by the staff.)
If you told him you couldn’t agree to an adult relationship for 30,000 yen and ended the meeting, but he still didn’t give you the club’s standard transportation allowance, that sounds like a violation of the rules.
Could you try asking something like this?
“I actually met the person I was matched with for a letter date, but I didn’t receive the club’s standard transportation allowance. Is it not paid for letter dates?”
> He told me the allowance would be 3, and I felt so upset that I’m on my way home now.
With letter dates, many men do this to avoid paying the offer fee, and men who skimp on the offer fee often skimp on the allowance as well.
So I think it’s perfectly fine to turn down letter dates altogether.
If you have the emotional strength to negotiate instead of feeling discouraged when someone says “3,” then I think it would be worth negotiating the allowance, but

Not covering transportation costs might violate the rules.
You should leave feedback about it.
