I’m in my 40s, but I always discuss the terms of the arrangement.
You’ve simply been running into that type of man a lot. After all, men in their 40s make up the largest age group at these clubs…

I’m in my 40s, and I’m Fuu—I only make offers to C-type women.
If I like someone, I always discuss the terms when dessert is served. Otherwise, the offer fee and my time are wasted. I wonder what that papa is doing papa-katsu for.
Ah, but if there are several women in their 40s, maybe the papa is hesitating over whether to have an adult relationship or continue seeing you? Perhaps he thinks you’re too beautiful and out of his league, or that you seem strong-willed?
As for what to do, the only thing I can think of is asking a hesitant papa yourself, “So, what shall we do about the terms?”

I’m in my 30s, but whether the woman is close to my age, much younger, or older, I simply state the allowance amount when meeting someone through UniValue.
I don’t see any point in being shy about it.

I think it depends more on the man’s personality than on his age.
If he still hasn’t brought up the terms by the end of the meal, you could ask, “What will the allowance be next time?”
If he looks puzzled, you can follow up with something like:
“Was it ¥10,000 again for the next dinner, like this time?”
(I’d be fine with ¥20,000 for dinner, though.)
That seems like a good way to steer the conversation.
