When a man says he’d like to make an offer, we ask the woman whether she’s willing to accept it. If she agrees, the offer can go ahead.
That said, some men apparently just want to know who the respondent is, or look through an album to see what kind of woman she is.
If he wants to make an offer because he liked her answer, I feel there’s no need to see her photo before making the offer.
If he’s saying, “I can get a sense of her personality from her answer, and I’d like to meet her without even seeing her photo,” then I can understand that.
P.S. If someone has told the branch staff that they’re the respondent, there’s a possibility that staff may have identified them when an inquiry came in. In that case, the man may have only viewed her profile.
