I’m Fuu, a columnist.
I don’t make offers to girls with few stars.
When I’ve had a bad experience or something unpleasant happened—like having dates canceled at the last minute repeatedly—or when I couldn’t meet any good girls, I’ve offered to girls with extra stars instead and had a great time.
I’d definitely recommend the girls with extra stars to men who are new to relationship clubs.

I’m Dai, a male member.
When making a new offer, I don’t go out of my way to search for women with high star ratings.
On the other hand, even if I like a woman based on her appearance and profile comments, I’m more cautious about making an offer if she has a low star rating.
A rating system for male members is apparently planned for the future, and I expect the same thing will happen then.
Women will probably be more cautious about accepting new offers from men with low star ratings too, right?

Some men may be drawn to women with high ratings, while others may shy away from them. Women who appeal to confident men or men who want someone to look after them probably tend to be popular.
However, I think men who worry about having too much competition—or who are looking for women who aren’t very familiar with dating clubs—may choose to pass.

By “offers” here, I assume you mean invitations to meet directly, without going through Universe Club.
If you repeatedly couldn’t coordinate your schedules, it’s more natural to assume that he gave up on seeing you and started meeting other women, rather than attributing it to your star rating.
Incidentally, on this site, “offer” generally refers to a request to arrange a date through Universe Club. Direct invitations to meet are less commonly called “offers” here.
