Could it be something like “Nurehime,” sold at adult shops or through adult通販 sites?
When I searched for it, I found descriptions like:
“Support your night life! An alluring massage lotion and women’s love cosmetic, Nurehime
Nurehime massage liquid for women
Powerful aphrodisiac lotion
Nurehime for solo play
Women’s massage aphrodisiac with arginine, Nurehime”
So, haha, I suppose calling it a lotion isn’t entirely untrue.
Still, if he had properly shown you the package, you would have been able to see that it wasn’t anything suspicious and probably gone along with it.
That guy is being a bit cheap, though.
I don’t know what the Nurehime packaging looks like, but if he chose one that clearly said things like “Made in Japan,” “Safe,” or “Made with natural ingredients only,” I think you might have felt more comfortable with it.
It does say “aphrodisiac,” but I imagine it probably just contains something that makes you feel warm—or something cooling.
Your partner seems to be using the warming type. You could probably tell him, “At least show me the package properly.”

I think it’s probably some kind of cream that makes women more sensitive. It’s probably fine.
That said, personally, I’m not sure about people who do something like that without telling the woman first. The cream itself is probably harmless, but the man doesn’t seem trustworthy.
