Since we don’t tell women which class they’re in, I don’t think there’s any basis for asking to be moved down.
The question may become: “How did you find out what class you’re in?”
That said, if a woman says she isn’t getting any offers but has been placed in a higher class, I would personally move her down. However, some staff members don’t lower a woman’s class, so it’s a difficult call.

Men pay the fee for their class and choose which class they’re in.
For women, the club decides.
If you lower your class, I definitely think the offers will decrease. But rather than your class, there may be another reason why you aren’t receiving offers.

In that case, I think it’s best to say something as soon as possible and have it changed, since you may still receive offers from people who see your profile from that point onward.
A class downgrade can leave a bad impression, so if possible, I’d recommend not mentioning it. If people find out about it, they may lose interest in making an offer.
Even after a class upgrade, the number of offers may either remain high or decrease, so it really makes me realize how important the initial class assignment is.

I think Ito-san’s answer here may be helpful.
That said, I’ve never decided not to make an offer just because the setting fee was high. I think it’s fair to say that the setting fee generally doesn’t affect the decision to make an offer.
Apology and correction:
I just remembered that last year, when I was spending the most at my branch, I did pass on a Gold female member because the setting fee was low.
So, there have been times when the setting fee did affect my decision to make an offer. I sincerely apologize and would like to correct my previous statement.
