I believe the “likes” are essentially likes on your photos, so whether to make an offer is entirely up to the gentleman.
I don’t think there’s any particular connection between having no likes and receiving offers.

Whether someone makes an offer is separate from whether they like the photo. Some people will make an offer, while others won’t.
Besides, when someone makes an offer, they press the button that says, “Apply to meet this woman.” The Like and Offer buttons are separate.
