At first, it seems that people who were expected to attract a flood of offers in the top class—those likely to become popular—were offered ¥30,000. However, since the criteria were vague and few people qualified, the criteria apparently became clearer later on, and quite a few people ended up receiving ¥30,000.
I’d rather not say too much, but when I think of what the clarified criteria might have been, the only thing that comes to mind is “class.”
If I say much more, it could cause various problems, so this has to be taken as Maezawa’s guess, I suppose.
Still, I think my guess is probably right. (笑)

Since they only state, “*The amount may vary according to our club’s policies,” I don’t think they’ll ever disclose the criteria they use here.
This is just speculation, but I assume it depends on the class you’re registered in, the number of offers available, whether you’re re-registering, and, if so, how many offers you received previously.
I don’t know how rare it is, but I imagine few people receive the maximum amount.
By the way, even if you find out why, it won’t increase the signing bonus.
