By the time we reached the third state of emergency, it seemed to have lost almost all of its effectiveness. The news was often reporting things like traffic jams and no real decrease in the number of people out and about.
When the first state of emergency was declared, it applied nationwide. Schools were closed, regular businesses such as supermarkets shortened their hours, and companies encouraged working from home wherever possible.
There was a general atmosphere that people shouldn’t be going out at all.
But the third declaration wasn’t nationwide. It mainly targeted restaurants—almost like restaurants were being singled out for punishment. Other businesses were also asked to voluntarily reduce their activities, but there weren’t many specific requests, such as shortening business hours.
So even though they were both called states of emergency, the actual details were quite different.
Because of that, it feels like the number of dates hasn’t decreased at all, and that it hasn’t really had any impact.
