What’s the difference between women who qualify for GO TO Dates and those who don’t?

It would be great if someone from the staff on the ground could answer… The reason it’s called “Go to Date,” of course, is partly because it’s jumping on the bandwagon of the Go To Eat and Go To Travel campaigns. So I guess “go on a date” wouldn’t have the same meaning ＞＜
