I get the impression that the staff chose the first photo because they thought it would stand out among all the profiles, get clicked, and encourage people to view the details.

Since normally only the first photo is visible, I’m not sure changing the order would make much difference.
It’s possible to ask them to replace it with a photo you submitted yourself, but depending on the branch, they may refuse.
The fourth photo is a full-body shot, so it’s hard to say whether it would be suitable as the first photo. However, you could ask, “I saw in the Q&A box that the fourth photo is good—what kind of photo is it?” They might send it to you. If they say they can’t send it, you could ask them to temporarily make the fourth photo the first one, which should allow you to see it yourself.
Incidentally, looking at the photos currently posted, I also feel that using just that fourth photo might actually be better.

P.S. Since Mac-san said he made the offer because of the first photo, I feel this proves that the branch staff made an excellent choice.
So even if you personally dislike the photo or think another one would be better, it’s important not to interfere and to trust the branch staff.
It also seems that, regardless of the person, a smiling photo is always the better choice.
