If you don’t receive many offers, I think situations like the one described by the questioner can happen. There are also pay-per-meeting offers of 50,000 yen or less.
The women I make offers to are generally receiving a certain number of offers already, so I’ve had cases where they were offered 50,000 yen per meeting—or even less.
Another possibility is that if your profile mentions having high financial expectations, some people may be put off. As a result, you may end up receiving offers at that level from the very beginning.

Sorry, but this story feels a little made up to me… If you’re doing papa-katsu (compensated dating in Japan), I find it hard to believe you wouldn’t know about pay-per-meeting arrangements for 50,000 yen.
Even if you don’t know anyone personally, you’d come across it somewhere—on Twitter, anonymous Q&A sites, or even in the recent news about that politician who allegedly gave a self-proclaimed 18-year-old woman 40,000 yen and went to a hotel room with her. Even if no one has personally offered you 50,000 yen, you should have heard or read about it somewhere.
Also, the more offers a girl gets, the more likely she is to meet various papas (male supporters), which naturally increases the chances of being offered 50,000 yen.
So, I can’t help feeling that you haven’t done quite enough research.

Unfortunately, I think people who aren’t offered that amount naturally end up feeling that way.
I regularly hear about allowances of 70,000 or 80,000 yen, and occasionally even 100,000 yen or more.
I hope you’ll work on yourself so you can receive that kind of allowance too.

Are people really offering 80,000 or 100,000 yen on a pay-per-meeting basis?
Pfft.
Ah, never mind.
