When AIDS was first discovered around 1980, I seem to remember hearing that politicians debated whether to require soaplands to keep condoms on hand—or perhaps distribute them—to help prevent AIDS infections.
However, even though soaplands are places where people have sex, they aren’t officially recognized by the government as such, so I believe there was discussion about how condoms couldn’t be made mandatory.
Since there was no internet back then, my source must have been either a magazine or television. I haven’t been able to find the original source, so this is only based on my recollection.
If condoms can’t even be made mandatory at soaplands
(though in reality, I imagine customers could be banned or penalized by the establishment),
then I don’t think Universe Club, which merely provides opportunities for people to meet, could possibly go that far.
That said, there is now a system that allows women to evaluate men.
After a date, women can submit feedback along the lines of: “I asked him to use protection, but he broke his promise and had unprotected sex without my consent. He’s an awful person.” If they also give him a score of -2 in every category, those negative ratings will accumulate.
The club would first issue a warning—essentially telling him to keep his promises so that women don’t continue giving him poor evaluations. If the bad scores kept piling up even after that, he would be forcibly banned from the club.
If that happened, I think only good men who genuinely care about women would remain at the club, just as the questioner hopes.
