It depends on what you mean by “okay,” but there’s no particular color you’re not allowed to wear. In that sense, all black is fine.
However, when it comes to how many offers you receive, wearing black tends to result in fewer offers. I’m not sure why. In that sense, all-black isn’t ideal.
All black can look stylish, though. If getting offers is your priority, something on the lighter side is probably the safer choice.
If you don’t really care about offers and just want good photos, then all black is perfectly fine.
Incidentally, this is similar to asking:
“Is it okay to wear jeans instead of a skirt?”
Jeans are fine, and some women look great in them.
But photos featuring jeans tend to attract fewer offers.
That’s basically how it works.

About ten years ago, I was riding the Yamanote Line when I saw a woman wearing only short shorts, with her upper body covered in body paint. It really surprised me.
What’s more, nobody around her seemed to notice. I was probably the only one who did.
The body paint—painted to look like clothes—must have been that convincing. I don’t know whether she was confident in the body paint or simply wanted to show some skin, but there really are some incredible people out there.

I don’t necessarily agree that revealing cleavage or wearing a miniskirt automatically makes someone look sexy, but there are women who wear black tops and black bottoms. In fact, rental outfits like that do exist. So yes, women dressed entirely in black do exist.
