Jokes aside, as others have said, I’d probably assume he just wasn’t interested in me. That’s what I go into these dates expecting, after all.
It’s kinder when someone tells you upfront that the first date will be dinner only.

As a Type C, it’s perfectly fine if you only want to have dinner on the first meeting. When arranging it, please ask the staff to let him know that it will be dinner only that day.
After meeting, make sure to confirm the allowance amount and arrange your next meeting before you leave.

Since C has made preparations and is expecting an allowance, you should explain things clearly. Otherwise, she might mistakenly think she did something wrong.

However, if she came on the date expecting to receive an allowance that day, she may be disappointed when things don’t go as planned.
In that case, after discussing the allowance for the next time and agreeing on an amount, you could give her the same allowance as for an adult relationship (intimate), even if that day was dinner only (no intimacy). I think that would greatly increase the chances of seeing her again.
I’m assuming this question is about a woman who is exactly your type and someone you really want to pursue, so that’s why I’m suggesting this approach.
