I first get a sense of whether the next date will likely be dinner only (no intimacy) or could develop into an adult relationship (intimate), and then I suggest the allowance for the respective situation.
Just as I wouldn’t tell a woman who seems likely to develop into an adult relationship, “This is about how much it would be for dinner only,” I think it’s probably better not to tell a woman who seems likely to stick to dinner only, “This is about how much it would be for an adult relationship.”

I think it depends on what kind of relationship or arrangement you’re looking for.
Do you want to discuss and agree on the allowance in advance, then move on to an adult relationship (intimate)?
Or, since you’re a Type B, would you rather build trust first without placing too much emphasis on the allowance?

Yes, you should.
However, talk about other things while you’re eating. Since it’s a date, you first need her to see you as someone fun and pleasant to be around.
So during the meal, treat it as an actual date and focus on having a good time together without bringing up the allowance.
Once you’re both nearly finished eating—or have just finished—and she seems more relaxed, that’s when I recommend discussing the allowance for future meetings.
The allowance is what matters.
There’s no need to talk about wishes like wanting a long-term relationship or wanting things to become like a romantic relationship.
