“Training” means teaching someone to conform to a certain form, I think. It’s like teaching them what being the submissive in an S&M relationship is supposed to be, or teaching them things they didn’t know before.
“Development,” on the other hand, means awakening or drawing out abilities the other person already naturally possesses.
At least, that’s how I see it.
