I’m Joe, a columnist.
It’s basically just a polite thing to say, so don’t take it too seriously.
That said, I do think there are things you can do. The key isn’t to ask the staff member to “try harder,” but to encourage them to do so.
Everyone around Joe is full of “self-proclaimed hard workers” who say, “I’ll do my best!” at the drop of a hat—often as their very first words. To get people like that to genuinely put in the effort, you have to employ a few strategies.
In your case, the first step is simply to make sure they remember you. It may help to contact them from time to time. I’d also recommend bringing a small gift when you go in for a new photo shoot. Adding a brief note—even a very simple one—will help you make a lasting impression.
Incidentally, Joe’s favorite, Princess Nana, apparently sprays her letters with perfume (lol).
In any case, the important thing is to stay in that staff member’s memory. Given the circumstances, though, it may take some time before you see any results.

It depends on which staff member said it.
Some staff say this to almost every woman.
However, even staff who say it to almost everyone won’t say it to women they don’t think can be accepted, so it isn’t necessarily a lie. Their thinking may be: if they thought she would receive an offer at the interview, then being registered means she’s a woman they can recommend—but that applies to everyone who gets registered.
Other staff members don’t often say outright that they’ll recommend someone. Even so, they may still recommend her, and sometimes their comments give the impression that they are recommending her.

Even women who receive no offers at all—zero offers—may receive around three offers after being recommended.
That’s under limited conditions, though: when she has a clear selling point and there are men looking specifically for women with that quality. I’d say the impact is about that much.
Women who already receive lots of offers will receive them without being recommended, so recommendations probably don’t make much difference for them.

Sometimes they genuinely recommend someone, while other times they recommend a girl simply because she isn’t very popular.
Everyone has different tastes and preferences, too.
Recommendations from others are often for girls who aren’t your type at all, so they rarely lead to an offer.
