If the terms didn’t work for you, I think you can both simply understand that things end here, part ways normally, and leave it at that.
As for what the woman should say, I don’t see a problem as long as she has the basic courtesy to say, “Thank you for the meal.”

If we can’t come to an agreement, we say, “I’m sorry. Thank you for the enjoyable time today,” and go our separate ways.
If the subject comes up during the meal and we can’t agree on the terms, the atmosphere gets awkward, and I can’t really enjoy the rest of the meal.
If you ask too early, you may come across as too eager.

I usually discuss the allowance during dessert. If our expectations don’t match, I wrap things up by saying, “Unfortunately, it seems our expectations don’t align,” and we go our separate ways.

With Universe, it’s a little difficult because the arrangement starts with dinner. If the conversation turns in that direction partway through a course meal and I turn her down, the rest of the evening feels painfully awkward. So I usually gloss over it and just finish the meal. With Type B, nothing is expected that day, so if I don’t schedule another date, it ends there.
With Types C and D, the flow is more or less based on meeting that day, so when the bill comes, I make up an excuse like, “I’m sorry, but I really have to get back to the office today. Could we do this another day instead?” and use that to say goodbye. We may exchange LINE, and if she sends a thank-you message, I’ll reply once, but I end it by saying, “I’ll get in touch if another opportunity comes up.”
If there’s even a slight chance that I might be interested if the H is good, I’ll go at least once, even if her terms are high. From her perspective, she gets to take some money home, so it works out for her too. But in most cases, a miracle doesn’t happen, and things proceed the same way after we exchange LINE.
When I first started using a dating club, I asked someone at the club a similar question and was advised, “If you’re going to turn someone down, it’s better to do it sooner.” I think there’s a lot of truth to that. Sometimes you just don’t click. In those cases, consideration for the other person is important, but more than anything, I think it’s best to cut things off cleanly as soon as possible.
