Did the gentleman tell you that he wouldn’t consider it sexual activity? Even just touching your breasts counts as sexual activity.
If he said he wouldn’t consider oral sex sexual activity, then I think he’s completely out of touch.

I think it would be better to explain it a little more clearly.
Perhaps the man said he wouldn’t have sex, but then asked things like, “Handjobs are okay, right?” or “Oral sex is okay, right?” You thought, “That’s still sex, isn’t it?” but he said it wasn’t, so you were asking to clarify—is that what happened?
To me, this seems similar to the classic, “Let’s go to a hotel. I won’t do anything.”
He knows those things are sexual acts, but it seems like he tried to twist the conversation by saying, “No, no—sex means penetration.”
Things like this may happen again in the future, so I hope you’ll learn how to handle and deflect them smoothly.

I’d consider blowjobs and handjobs sexual activity too, though it depends on how each person defines it.
But by that standard, cunnilingus and fingering wouldn’t count as sexual activity either.
