I have a very noticeable cluster of moles, but to prevent people from recognizing me (or rather, so I can claim we just happen to look alike), would it be considered a violation or grounds for complaint if I had photos taken with the moles covered using acne patches, concealer, etc., and then met them at the setting with the moles visible?

During the interview, they may ask things like:
“Were you injured?”
or
“What happened?”
I think it should be fine if you simply explain it as it is.
After all, blurred photos are allowed to protect your identity, and photos showing only the area below your face are acceptable too. So I think they’d probably allow you to cover a mole with an acne patch or concealer.
If a staff member says that isn’t possible, you could ask, “Would a blurred photo be okay instead?” They might then say it’s fine to leave it as is—but I’m sorry if it ends up being posted as a blurred photo.
That said, I think it will probably be mentioned in the staff comments.

You don’t have to remove it if you like it, but moles are pretty easy to get rid of.
Insurance covers it, and it costs around ¥10,000. Try searching for a clinic that offers laser treatment and go from there. I had mine removed too.
