I haven’t made an offer to a Type D woman yet.
From the second meeting onward, whether she’s Type C, B, or A, going straight to a hotel can happen. And if she’s Type C or closer to Type B, it wouldn’t be unusual to go to a hotel first even on the first meeting. If she doesn’t have much time, it might even be hotel only.
If she’s Type D, though, I think the hotel would be the priority. The meal could come afterward—or might not even be necessary.

For the first meeting, the male member usually chooses the location. Does that mean the female member contacted him through the club to say she didn’t need a meal?
In general, it’s better for both parties to discuss and agree on the allowance amount in advance. I think it’s best to talk things over at a lounge or similar place before going to a room. If her profile says she drinks, that’s fine, but quite a few female members don’t or won’t drink, so if you’re planning to meet at a bar, it would be considerate to check her profile or confirm through the club that she’s okay with it.
From the second meeting onward, if you’ve already agreed on the allowance, discussed meeting directly at the hotel, and she’s comfortable with that, then going straight to the hotel is fine. Fuu doesn’t do that, though—I’ve read columns by other male members mentioning that they meet at a hotel every time.

If it's your first date, going straight to a hotel is probably not a good idea, so I recommend stopping by a café or bar first.
From the second date onward, ask the woman what she prefers.

Since she said that, I assume this isn’t the first meeting but a subsequent one. If she’s type D and doesn’t want dinner, I’d take that to mean she wants to go straight to the hotel.
She probably prefers having the cost of dinner added to her allowance instead. So you could say something like:
“I added what we would’ve spent on dinner—maybe ¥10,000–¥20,000 for the two of us—to your allowance. Go treat yourself to something delicious later.”
If you actually add it, her eyes will probably turn into hearts. Though they’ll be hearts for the money, but if it makes a woman you like happy, your expenses haven’t really changed anyway.
I think that’s a perfectly reasonable approach.
That said, you probably wouldn’t want her to start taking it for granted every time, so it might be a good idea to add, “Just this time, though.”
You could also try asking, “Would you like to go out for dinner after the hotel?” and use that to get a better sense of what kind of person she is.
