It depends on how often we see each other.
If someone I usually meet once a month contacts me wanting to meet again the following week, I can’t help but assume she’s short on money or has been dropped by someone else, which makes me pull back a little.
Of course, I don’t mind being told occasionally that she’d like to see me.

It’s not a problem at all. If anything, I’m happy about it. And when it comes from a girl, using heart emojis is perfectly normal.
There are occasionally people whose “I want to see you” really means “I want money,” but I see that as them making an effort with their outreach, so I don’t take it badly.
That said, being persistent can be a problem—it’s all about how you go about it. Everyone is different, so pay close attention to the other person’s reactions and adjust your approach thoughtfully.

If someone did that, it would actually get me excited~
At clubs and in papa-katsu (compensated dating in Japan), there really are men around me who won’t make a move unless the woman says she wants to meet, so I think it’s perfectly fine for a woman to show her interest in a natural way.
That said, some men find clingy behavior a hassle, so I think it depends on the other person’s personality.
