Speaking as a man, frankly, I’d find it nothing but annoying. I think you should continue seeing him only as long as it isn’t a burden for you.
If I were in the woman’s position, I’d cut him loose. I wouldn’t know what I was supposed to do, and there’d be nothing in it for me—no allowance and no real benefit.

Since you mentioned that “our phone calls never seem to line up timing-wise,” if possible, I think you could try to coordinate your schedules so he can hear your voice.
Other than that, since it’s really just an expression of how he feels, you could simply reply, “I feel the same way.” There isn’t much more you can do, so I think the best thing is to enjoy your time together when you meet next.
If there’s something you can do, do it. But if you’ve tried everything and there’s still nothing you can do, then it can’t be helped.
