I do use small gift envelopes sometimes, but I more often use the envelopes provided by the hotel. With a gift envelope, it feels too obviously like “there’s cash inside,” whereas a regular envelope can look more like you’re handing over documents.
When I give it to her, I leave it unsealed and turn it over so the hotel name or the gift-envelope design isn’t visible.
For the first meeting, I’ll hand it over either in the elevator while we’re moving after meeting up, or in a private room at a restaurant, once the server has taken our order and stepped away. In that situation, using a hotel envelope does get the intention across, at least to some extent, haha.
Also, for some reason, I don’t like handing it over directly. Even when I give it to her in the room, I just leave it on the table and let her take it.

We truly appreciate your thoughtfulness regarding transportation costs and the allowance. An envelope is probably the standard choice, but I’ve heard that women are especially touched when the envelope has a design like one meant for a letter. It makes them think, “He really pays attention to even the smallest details…”
Of course, we’re already grateful and happy that you feel this way in the first place…
And I believe women also appreciate it more when they receive your thanks directly, so we hope you’ll take the opportunity to express your feelings in person.

I keep several types of small envelopes on hand. When I see the same woman more than once, I try to use a different type of envelope each time.
Of course, I don’t seal them.
There was one time when I had no choice but to give the allowance without an envelope. In that case, I discreetly held the allowance in my palm and handed it to her while shaking her hand.

If by “allowance” you mean the gratuity referred to as transportation expenses, which must be paid under the club’s rules when setting up a date, then thank you for accepting Universe Club’s request and handing it over at the beginning.
As for the envelope, I think it would be best to put it in a small gift envelope.
If you hand over the cash loose, and someone else happens to see the scene, they may even see the amount. It can make the two of you look obviously suspicious, as though you’re exchanging money.
So I recommend avoiding handing over the cash directly and putting it in an envelope instead.
In Japan, things like New Year’s gift money are usually given in envelopes, and whether at a wedding reception or a funeral, handing money over in an envelope is part of Japanese etiquette.
Of course, you’re free to give it however you like, but in Japan, this kind of etiquette—something most people follow—has become well established.
As for what kind of envelope to use, an ordinary one should be fine, but if you can prepare one, I think a small gift envelope would be best.
About four or five years ago, Universe Club also gave small gift envelopes to male members as promotional items for a while. So, in fact, Universe itself recommended using them for a period of time.
(The promotional item was discontinued once supplies ran out, and although it was called a promotional item, it did not have “Universe” written on it.)

When you say “allowance” as part of the first-meeting greeting, what exactly do you mean? Are you referring to the transportation fee stipulated by the club’s rules? I give the transportation fee in a small envelope.
Since the allowance doesn’t fit in one, I give it in a simple money envelope.
I’m not the kind of thoughtful woman who attaches little notes or anything, so I don’t include anything with it.
