Should I take your question exactly as written? If you’re looking for a woman who will genuinely engage with you without receiving an allowance, then I think you’re in the wrong place. This isn’t a matchmaking club.
If you mean that you’ll pay the allowance as agreed and, on top of that, look for a woman who will genuinely engage with you, then I understand what you’re saying.
To genuinely engage with someone, you also have to face them in return. People aren’t always looking straight ahead—we’re all looking around. If you’re looking at someone when they look at you, then you’re truly engaging with each other.
Rather than hoping the other person will face you, perhaps what matters is paying attention to the person you want to genuinely connect with.

Please think carefully once again about what a dating club is.
A dating club is a place to look for someone to date while giving her an allowance.
At a dating club, expecting to date a woman without providing an allowance is far too self-serving. Of course, outside of dating clubs, that would be a perfectly normal way of thinking. So please leave the club without causing it any trouble and look for someone you can date without an allowance.
I understand that it may happen by chance, but I believe it’s wrong to make that your primary goal.
The kind of partner who doesn’t need an allowance is a girlfriend or a wife. You could look for a wife through a marriage agency, or look for a girlfriend somewhere other than a dating club.

As you said yourself, that’s basically what papa-katsu (compensated dating in Japan) is. If the woman I was seeing suddenly told me she didn’t need an allowance at all, I’d probably end things.
I believe nothing is more expensive than something free, but if you’re looking for someone who will genuinely be with you without needing an allowance, I think the trick is to look outside a dating club.
I’ve never met a woman who was constantly talking about money, so I’m not sure how helpful my advice will be. Still, I feel that if men aren’t stingy, women are less likely to focus so much on money either. Why not offer it before she asks? That should increase the chances of her engaging with you without bringing up money.
That said, I think giving A-type or B-type women a generous allowance for tea or dinner dates is a bad move. In most cases, it will probably just raise the allowance they expect for an adult relationship (intimate) with you.
