I’m Takei, a staff member at the Yokohama branch, and I’d like to answer as well.
Personally, whether I saw them out in town or came across them on an app, I would leave them alone.
Depending on where you saw them and whether they were with someone, they might feel that you should have read the room.
For me, this isn’t limited to papa-katsu (compensated dating in Japan). Unless I’m fairly close to the person, I wouldn’t know how to respond if they approached me.
