Universe is no longer working with scouts. The reason is that street scouting has been banned nationwide, making:
street scouting = illegal activity
That said, there is a referral-based system similar to affiliate marketing, so perhaps you mean affiliates?

There are men who like the gal style, but I think there are more men who prefer something else.
Also, I don’t think there were any gal-style women in the Black class. There may be some in Platinum, but probably only a small number.
As for the number of offers, Black-class women can only receive offers from Black-class men, so the number of offers is naturally lower.
With Platinum, both Black- and Platinum-class men can make offers, so there are reasonably more opportunities. With Gold, even more men can make offers, so the number of offers increases further.

Even if you register with Universe, they don’t restrict the women in any way. You’re free to register elsewhere too, so why not start with Universe and then consider other clubs afterward?
I’ve heard that other clubs impose more restrictions, but if those restrictions include banning registration elsewhere, then it seems perfectly reasonable to leave Universe and join that club instead.

After one particularly unpleasant experience with a woman introduced by a scout, I’ve gradually learned to spot whether someone has been coached by a scout, so I try to avoid making offers to them whenever possible.
If she is connected to a scout, there’s a chance you’ll be referred from one club to another, then to the water trade, the wind trade, and so on, while they keep searching for every possible way to make money from you. Please be careful not to let yourself get continually fleeced.
