Men generally don’t like being asked about money by women, so it seems common to go on a second date assuming you’ll receive the same amount as you did the first time. If they give you nothing—or less than before—you’ll often simply stop responding after that. In other words, you cut ties with them.
If this is a dinner-only arrangement, though, cutting someone off too quickly could make it difficult to find your next partner. When arranging a second or later date, it may be a good idea to confirm something like, “Would the terms be the same as this time next time as well?”
If you’d like to receive more from the second date onward, I think it’s better to negotiate specifically, such as, “I’d like to receive ¥〇〇.”
Ideally, you should negotiate when they invite you again, while watching their expression. For example, you could say, “I’d like to receive ¥20,000…” If their expression changes, you might add, “That’s just my preference, though, so I’d like to accommodate your wishes as much as possible,” and try to reach an agreement.
However, you also need to negotiate while sensing what they like about you and why they’re inviting you again, as well as whether an adult relationship (intimate) might be possible next time.

I think the best approach is to ask your partner when making the arrangement how they’d like to proceed with dates after the second one.
Decide on the allowance based on how it aligns with your own preferences.

Assuming the question is about a second date where there won’t be an “adult relationship”…
Basically, I don’t negotiate. I’ve never made an offer to an “A-type” woman, but with “B-type” women, I’ve offered the same amount as the transportation fee typically paid through the club, on the assumption that an adult relationship might be possible.
If there’s no possibility of an adult relationship, I cover the cost of the meal.
In that case, it’s more like a regular older guy and a younger woman(笑). That’s just how I personally handle it.
I’ve actually had one such arrangement in the past.

For Type C and above, from the second meeting onward, I only provide the allowance for going to a room—same amount as the first time, without the transportation fee required by the club’s rules. I consider that payment meant to ensure she doesn’t go home empty-handed even if things don’t work out, rather than an allowance.
With Type A or B women, I don’t discuss anything beyond tea or a meal at the first meeting. We simply exchange contact information and go our separate ways. If they later send me a thank-you message, I ask, “Let me know if you feel like having tea again. Would ◯ be okay for transportation that time?” If I don’t receive a thank-you or any other message, I just leave it at that.
Now that I think about it, in most cases I haven’t been the one to suggest meeting again. From the second meeting onward, regardless of the relationship type, it’s usually the woman who invites me to meet again.

The allowance is negotiable from the first meeting.
If you mean starting from the second meeting, are you referring to Type A or Type B? In that case, unless the first meeting develops into an adult relationship (intimate), I won’t discuss an allowance afterward either.
If you’re Type A or Type B (perhaps closer to Type A), bringing up the allowance yourself can come across as greedy, so it won’t leave a good impression.
