The outcome, current death toll, and present response differ greatly depending on whether the governor acted early, as in Hokkaido and Osaka, or took little to no action, as in Tokyo, Aichi, and Hyogo. In areas with higher death tolls, the positivity rate is also high, and the number of undetected infections is expected to be considerable. Even if things don’t reach the point of a medical-system collapse, there’s a risk that prioritization will become necessary. I plan to base my behavior on the death toll and the test positivity rate.
