In rural areas, I think 3 could be possible. People have a different sense of money than they do in the cities. I haven’t experienced it myself, but I’ve heard that some people on apps offer as little as 1.5. Maybe some people lump this together with free dating apps.
I don’t know whether he wanted to keep it cheap, didn’t have the money, didn’t find you attractive, thought you’d be satisfied with that amount because you had such a great time, or simply didn’t like something.
If he’s messaging you on LINE, why not tell him directly through LINE?
If his terms don’t match what you’re looking for, you can just say it won’t work and move on.

Normally, you’d say something like, “The first time was special, but how about this amount from next time onward?” If they don’t say anything, it’s only natural to assume the terms will be the same as last time.
They’re probably just trying to keep things cheap and eventually make it a no-allowance arrangement—or simply say goodbye. Take this as a lesson and look for someone else.
That said, there must also be something on your end that led to this situation. Work on yourself so you won’t be underestimated, and aim for better terms.
Still, between this case and the sudden requests to go without protection, I feel like these discourteous situations are becoming more common. Are they properly vetting the male members?
It doesn’t have to be a high-end club, but I didn’t sign up for some low-class club either.

Since the first meeting is when he’ll usually be most generous, it’s best not to expect anything if it’s only 30,000 yen.

Why not just negotiate openly?
Since he keeps messaging you, this is a good opportunity to clearly tell him your terms for the arrangement as well. If he’s okay with them, great. If not, all he can say is no.
I assume he thought around 1.5 was reasonable, but why not honestly try saying, “Could you be a little more generous?”
Don’t worry too much—negotiate with a sense of fun and enjoy the process.
I think most male members would say, “Sure!” (lol)

That’s awful.
Still, since this is a consensual, no-strings-attached arrangement, make sure you clearly tell him how much you want. Otherwise, situations like this can happen.
If he’s still messaging you on LINE, I think you should tell him directly, something like:
“I actually wanted 5, but since I had a good time, I thought 3 would be okay for the first meeting. Even though it was less than I’d hoped for, I still wanted to see you again.
But receiving only 1.5 last time made me really sad. Is that really all I’m worth?
I was happy that you invited me, and you were fun to be with, so I had wanted to see you again. However, I think I’ll look for a man who can meet my expectations instead. Thank you.”
Wouldn’t that be a good way to respond?
If you say that, I don’t think he’ll contact you again.
