I’m not entirely sure I understand the situation. Do you mean the allowance you received after an adult relationship (intimate), or the allowance you received for dinner only?
Either way, as long as the two of you agreed to the terms, there’s basically no problem. And if you feel you don’t want to see him again, I think that’s perfectly fine.
However, if it was dinner only, I can’t help wondering whether he was simply too generous the first time and reduced the amount for the second meeting. So I feel it might be worth meeting him once more.
But if an adult relationship (intimate) was involved, then I can’t help thinking that man treated you terribly. In that case, of course you shouldn’t see him again.
That probably isn’t enough to make you feel better, so please give the club some feedback as well. The important thing is to calmly report only the facts.
Something like:
“We went to a hotel on our second date, but I only received 15,000 yen. It was my fault for not clearly communicating the amount I wanted, but I’m reporting this so that other women won’t have the same experience.”
If the club receives feedback like this, the staff will also realize that this man’s sense of money is questionable, and they’ll likely stop introducing him to good women. (Depending on the circumstances, good women may even be hidden from him from the start.)
That’s about all they can do, since this is ultimately something that happened between the two of you, but I do think it would be best to send the feedback.

That’s a disappointing outcome.
It would have been good if you could have made your intentions clear when he gave you the initial 30,000 yen, but I know that’s difficult.
Ideally, you should simply never see him again. But if you start thinking you might want to see him again, you end up meeting him anyway.
Since a man offering 30,000 yen for the first meeting usually means he isn’t that interested, I suspect he met her despite having no intention of seeing her a second time.

My thinking is:
If he paid 30,000 yen for dinner, he definitely liked her to some extent, so it seems unlikely that he would deliberately cut the allowance in half and hand her an amount that might upset her. Even if it was 15,000 yen, there would be no reason for her to feel ashamed; she could always ask him about it later through LINE.
The only possibility I can think of is that she refused to go to a hotel, making things awkward and reducing the allowance to 15,000 yen. But even that seems unlikely, since she probably received the allowance at the end.
