This issue is happening because the club’s Universe rules aren’t being followed: transportation money—that is, the token payment the club sets at ¥5,000–¥10,000—is supposed to be handed over before the meal.
For example, the man first gives the woman ¥5,000–¥10,000 before the meal. Afterward, they discuss what comes next and tentatively agree on an allowance of ¥50,000.
If transportation costs were included, the man would presumably give her ¥40,000. However, I’ve never heard of that happening. If he says the allowance is ¥50,000 but only hands over ¥40,000, it’s highly likely to cause trouble.
So if they agree on an allowance of ¥50,000, I assume he would give her the full ¥50,000. But if he already gave her ¥10,000 before the meal, that means he has paid her ¥60,000 in total.
According to the rules, it should be the allowance plus transportation money.
That said, these rules were changed a few years ago. Before the change, the money was given after the meal, and if an allowance was paid, it included transportation costs.
Therefore, men who joined before the rules changed may still be paying according to the old system.
I really wish everyone would follow the rules properly.
Of course, quite a few men must have joined after the change as well. If they’re breaking the rules, I don’t think there’s any room for leniency. They should receive a serious warning, and if they don’t correct their behavior, I think forced expulsion would be appropriate.

Reading this carefully, do you mean that he first gave you the transportation money, then said, “I’ll add the allowance, so give me the envelope you just received,” and then returned the envelope after adding the allowance?
If so, it’s a mystery why it contained only the allowance.
Did he mistakenly think the original ¥10,000 wasn’t included anymore and simply put the allowance into the envelope, resulting in the transportation money somehow disappearing?
It’s puzzling, so I’m not sure what countermeasure to suggest. But if he had taken the transportation money out before handing over the envelope, perhaps the misunderstanding could have been avoided.

It’s fine for a man to voluntarily give ¥20,000 or ¥30,000 as transportation money because that’s what he personally wants to do.
What violates the rules is for the woman to ask for more than ¥10,000 in transportation money on the first date.
(From the second date onward, the two of them are free to decide the amount.)

I’m Hikōki, a male member.
I’m not sure whether I got the idea that transportation costs and the allowance are separate from Maezawa-san’s answer on the Q&A site, or whether I saw it on the website, as U.S.T. mentioned.
With C-type arrangements, I hand over the transportation money as soon as we meet.
When it comes to the allowance, I ask what amount she’s looking for, and if I like her, I add a little extra. So I give her the transportation money plus the allowance.
Only one person said she preferred the transportation money to be included in the allowance.
From the second meeting onward, there’s no need to hand over the transportation money separately in advance. When I give her the amount she requested the first time and ask about it, it usually turns into, “The allowance alone is fine.”
There was one person who, after receiving the amount she requested for the first meeting, told me the amount including the extra I had added that time. I gave her exactly that, but since no one else has done that, there probably won’t be a third meeting.
I want to add a little extra because I genuinely want to, but when the other person asks for it first, it turns me off.
P.S. Meg-san, I just realized I have a date with the person I’m really interested in tomorrow!! Since it’s Valentine’s Day and there was also a question about presents, I’m really looking forward to tomorrow ^ ^

Mack-san, if you give more than ¥10,000 for transportation at the first meeting, you’ll get scolded! You’ll be warned!
As another option, if you first give her ¥50,000 for that day’s date and ¥30,000 for the meal, in addition to the transportation money, she’ll be happy!!
Then she might say, “Let’s just grab McDonald’s or a convenience-store bento and head straight to the hotel…” And after leaving the hotel, if you ask, “What about the allowance?” she might say, “The allowance was so generous—should I give some back?” And you’d say, “No, it’s fine…”
You’d probably get in trouble for breaking the rules with that too…
And if you couldn’t make it to the hotel, you’d be in even more trouble, since it was supposed to be dinner only (no intimacy), yet you gave too much as transportation money—on top of the date fee.
Apparently, adding shopping to the arrangement is okay, though.
