There’s no such thing as a “high” or “low” allowance—the important thing is whether both people are satisfied with it.
That said, if you’re asking from the man’s perspective, “I can only give a woman I like 3, but is that too low for her to agree to meet me again?” then I think there’s a good chance it is.
If she’s someone you really like, you should offer the highest amount you can afford. Even if you can’t go that far, it may be best to ask what amount she’s looking for and offer that.
If you can’t afford to pay that much, I think you need to be prepared to let her go rather than offer less.
On the other hand, if you’re asking from the woman’s perspective, “I expected to receive more, but I only got 3. Is 3 low?” then if you weren’t satisfied with it, I’d say it was low for you.
You should clearly tell the man how much you want. Of course, some men may decide to walk away if that’s the amount you ask for, but you should have a figure you personally feel comfortable with. If you’re not satisfied, I think it’s better not to agree to the arrangement.

Assuming you’re asking as a woman, if you get along well, and the combined allowance from him and your other supporters meets the minimum you need each month, I feel it may be best to leave things as they are.
You should also consider the risk of losing him by getting too greedy before deciding how to handle it.

If you’re comfortable having multiple papas, and he’s your type, I don’t see why you couldn’t have someone like that in your life.
But if you’ve received an offer—which is rare for you—and are thinking, “I should ask for a lot here,” it probably won’t last long.
If you become the kind of wonderful woman who makes a man want to see you more often, wouldn’t that solve the problem?

Since she’s someone you chose from among many and genuinely like, I think it’s best to offer the highest amount you can comfortably afford.
Regardless of your membership class, you should trust your own judgment and decide what feels right. And women should negotiate while keeping their own bottom line in mind.
That said, setting the allowance too high lowers the cost-effectiveness, which also increases the chances of things ending. Unless you’re extremely confident, I think it’s better to keep it reasonable.
Even if you find yourself thinking, “Maybe I’d like a little more,” it’s probably enough to keep it at an amount the other person can comfortably pay and maintain arrangements with two or three women, together with your salary.
Personally, I don’t recommend setting the allowance high and trying to rack up as many one-off arrangements as possible.

A woman who normally meets for a pay-per-meeting allowance of 30,000 yen might be unwilling to meet certain men even for 100,000 or 300,000 yen—or might not want any money at all.
From the man’s perspective, an overly large allowance can make it feel like a commercial encounter or as though she’s only meeting him reluctantly. Women may also become put off by the arrogance of men who think money can buy anything, making it difficult to maintain the relationship.
If things continue for a long time, around 30,000 yen feels like an amount both sides genuinely need and can make for a good relationship. It’s also an amount you can give even without going to a hotel. If both of you feel you can’t let the other go, the relationship may even continue for decades.
That said, if you offer 30,000 yen per meeting from the very beginning, I think it’s on the low side considering this is a dating club.

I’d say that’s about the minimum standard amount. I don’t think 20,000 yen is really the going rate at clubs.
It all comes down to supply and demand, so if you don’t even get one meeting every six months, I wouldn’t necessarily call it low.
I’ve had someone start at 30,000 yen, then become close enough that we switched to a monthly arrangement.
