“Reverse offers” is really just a name—it’s not actually an offer.
All it does is let women send something like a “like” to a man. The man can then see it and decide whether he’d like to make her an offer. That’s all.
Even so, it sometimes does lead to men making offers, so I think it’s a useful feature to have in the system.
People often bring up the idea of a true reverse-offer system, where women could make offers to men too.
But then the question becomes: since it’s a reverse offer, would the woman pay the matching fee?
Some say that if the relationship begins and the man provides an allowance, then perhaps the woman should pay the matching fee as well.
Others say, “No, she wouldn’t pay even then.”
There’s also the argument that attractive women already receive offers normally without sending reverse offers. So considering the kind of women who would send them, men might simply decline, meaning the system wouldn’t work in the end.
It’s still unclear whether it could actually work.
I imagine many men wouldn’t want to register a profile photo either, so it seems unlikely there would be enough men’s photos for a reverse-offer system.
Even after thinking it through, it’s hard to tell whether it would really work or not.

When making an offer, the man has to pay Universe an introduction fee.
As for who pays that fee, at present, it’s the man.
So, women tap “Sounds great” for the male members they think seem promising.
If the man who receives the “Sounds great” also thinks, “She seems like a lovely woman,” he pays the introduction fee and makes an offer to that woman. That’s how I understand the system.
I don’t think the reverse-offer system mentioned in your question—where women pay the introduction fee and actively approach men—has been implemented yet.
Personally, I’d love to see the reverse-offer system introduced someday, with the older guys on Twitter and social media excitedly saying things like, “A lovely woman sent me a reverse offer and took great care of me…” “I even got a second round!” “I had a double-header!” or “Mine wasn’t up to the task.” It would be quite a lively scene(笑)
