Basically, you’ll probably be placed in the same class as before. However, if you look more polished or have developed more sex appeal, for example, your class may be raised. The opposite can happen as well.
As for the number of offers, you’ll be registered as the same person as before to prevent men from accidentally sending offers to the same woman twice. So even though you’re registering again, you won’t be treated as a new member, and there is a possibility that you’ll receive fewer offers than before.
That said, if you’re a popular woman, offers will come in based on your appeal regardless of whether you’re new or not.

If you’re re-registering, your previous photos should have been deleted when you withdrew, so they shouldn’t appear again.
If you were merely on a leave of absence, though, and your previous photos were better than the new ones, they might possibly use one of them.
In principle, however, only the photos and videos taken this time will be used.

The rule is not to disclose the number, but apparently some branches do tell men whether it was zero, or whether the number was high or low.
Their apparent understanding is that they aren’t violating the internal rules because they’re not telling them the actual “number.” But I can’t help thinking, “Since when is zero not a number? Are we talking about the era before zero was invented?”
There seem to be differences between branches, so please ask the staff which branch you’re registered with and adjust how you discuss it with men accordingly. That way, when a man asks about your number of offers, your answer shouldn’t conflict with the information provided by the staff.
Ratings from men are also carried over, but they aren’t displayed on your profile, so I don’t think you need to worry about them too much.

Regarding your question about whether your evaluation will change after re-registering, my understanding is that Universe’s assessment will improve if you’ve become more appealing than when you were previously registered—whether in terms of appearance, career, or otherwise.
As for the number of offers you can expect, it will likely depend on Universe’s comments this time compared with last time, as well as the preferences of the male members currently registered. So I don’t think anyone can say for sure whether you’ll receive more or fewer offers.
Regarding the videos and photos from your previous registration, they’ll probably use your latest ones in principle. However, since it’s only been a year, they might include one older photo as a reference, like, “This is what she used to look like.”
Your previous number and types of offers may also be shown as a general reference—for example, that you were a popular member or received good reviews from men.
