Basically, in Tokyo, if new photos are taken, all the photos are replaced.
That said, if the previous photos were also good, some of them may be kept. It’s more or less up to the staff whether they feel it’s worth retaining them.
Also, policies vary by branch, so some branches may keep old photos so male clients can compare them with newer ones.
