I’m not really sure what would qualify as a satisfactory amount. Maybe it depends on the person you’re approaching, but I don’t think any woman would raise her hand when the terms are as uncertain as telling a salaried employee, “We’ll increase your salary if you work hard.”
Also, while most women may want their first time to be with someone they like, there are plenty of women who don’t care about love and simply want to get it over with quickly or place a high value on the experience.
If your expectations match, I think it’s entirely possible. You probably wouldn’t need to pay as much as Mr. Maezawa suggested; I think around ¥5 million might be enough.
It sounds rather bleak, though…
If you specifically approached women with no experience and made offers to around 20 of them, I feel like at least one might agree.
That said, I’m not interested in that myself, so this is only speculation.

There are women who are virgins. It’s based on self-reporting, but I’ve met about two of them. Both were Type B.
(I didn’t offer to meet them specifically because they were virgins. It just happened that way.)
To cut to the point, both of them said they had never had a proper relationship with a man and had never even kissed anyone. It was obvious they weren’t used to being around men, so things ended after just one dinner.
I couldn’t bring myself to think about using smooth talk and money to get involved with women who still seemed like children, especially over such a short period of time. Maybe they themselves didn’t think much of it, but I couldn’t help feeling sorry for them.
From your post, I got the impression that you might be the kind of person who treats women as objects through the power of money. (Though perhaps that isn’t actually the case.)
Of course, it’s only natural that men have different ways of thinking, and I’m not here to deny yours. But I personally can’t understand or agree with your desires, actions, or preferences.

So yes, I believe you could meet someone. However, I’m afraid your wording is unacceptable.
It certainly doesn’t sound like something written by a gentleman. If you’re planning to join, I’d be inclined to turn you away.
There’s nothing wrong with wanting to get close to a virgin.
However, you give the impression that you don’t really see women as individual women.
If she genuinely comes to like you and you build a relationship of trust, I believe you could spend a wonderful time together that satisfies you both.
But if you bring up the kind of things you wrote about from the very beginning, she’ll think you see people as nothing more than tools, and nothing will go any further.
Of course, money can have an influence.
If you say, “I’m prepared to offer an amount that will satisfy you,” and you can actually offer 20 or 30 million yen, placing a stack of cash in front of her and negotiating on the spot, there may be women who would agree. But I assume you have something much lower in mind.
If your expectations are completely outside the realm of common sense, then the allowance would also need to be extraordinary. I imagine that’s how it works.
Although, to be honest, after hearing what you said at the beginning, I think I would refuse your membership application.

Among women around 20 or younger, quite a few are still virgins.
If you’re willing to act like a boyfriend and sincerely court her with care over multiple meetings, you may have a chance. But given the creepy wording of your question, it sounds more like you’re trying to negotiate based on money.
If she’s a virgin who’s really struggling financially, it may still be possible. In that case, discuss it with her thoroughly and offer an amount substantial enough for her to feel comfortable with. I can’t name a figure—decide between the two of you.
