I’ll answer on the assumption that “allowance” means transportation expenses.
In that case, it’s best to be direct. I understand that it may feel awkward to bring up, but being clear is also in the male member’s best interest. After all, if he forgets to give you your transportation money, he could potentially be asked to leave the club. Please help save him from that risk. And if he reacts unpleasantly, you probably wouldn’t want to be involved with someone like that anyway. It can also serve as a good litmus test.

As for the allowance…
If it’s transportation expenses, that’s part of the club’s rules, so I think it’s easy to ask for whatever amount is appropriate.
But when it comes to the allowance itself,
I think it’s best to ask in a way that sounds genuinely apologetic. That may make the man think, “She’s being so cute and considerate, even in the way she asks,” which could work in your favor.

Of course he should pay. I can’t understand how anyone could forget something so important at the end.
Just say, “Could I have my allowance, please?” That should be fine.
