The data is a little old, but I looked into the records of the man who appeared to have had the most dates in Tokyo over the one-year period from September 2017 to August 2018.
(There may have been someone else who went on even more dates, though.)
He went on 256 dates in a single year.
Incidentally, his busiest month during that period saw 48 dates.
