I am a foreigner looking to find a Japanese girlfriend. Is it mandatory to present a passport to join this membership? Also, I speak very little Japanese; is support available from the staff?

Frankly, your message does not read as though it was written by a non-Japanese person. In any case, they will not accept applications unless you verify your identity with a passport or other valid ID. Also, the staff there do not provide interpretation services. Members who cannot speak Japanese generally get by with translation apps.
