That could happen with PATOLO, but when you register with Universe Club, I believe you’re also more or less required to register with PATOLO. Since you went to the Universe interview, could it be that you’re mistakenly assuming PATOLO and Universe are the same?
PATOLO has more men who approach it like a dating app, so there may be men who offer 15,000–20,000 yen.
That said, I don’t hear about this very often at Universe. Looking at a relatively recent Universe survey:

50,000 yen was overwhelmingly the most common amount, while the other figures were far less frequent.
However, I suspect that’s because many respondents had answered “50,000 yen” in the question box at the time. After that, the amounts ranked in order were 60,000 yen or more, 70,000 yen, and 40,000 yen.
I expected 70,000 yen to come next, so it feels a little strange that 60,000 yen ranked higher. Still, since the survey was conducted among men, some may have been trying to show off how much they pay. To get accurate figures, they would really need to survey women and ask how much they actually received, but that hasn’t happened yet.

Out of 10 offers, one person offered 30,000 yen and the rest offered 20,000 yen or less. Is the questioner actually accepting these?

Getting 10 offers on B2 is a fairly decent number of offers—if it’s true, lol.
If I had to guess, maybe she has a standard profile and isn’t attractive, but looks like she might be sexually available, so she gets offers—but the allowances are low?
Or maybe the questioner is lying.
Could they actually be talking about another app?
That’s what it sounds like to me, anyway. Who knows.
Since the rule is that you receive ¥10,000 as transportation money for the first meeting, I think it’s only reasonable to receive at least ¥10,000 as a travel allowance even for dinner only.
If you feel you should receive at least that much for dinner only, just tell him so clearly—and that you can’t meet for dinner only if he isn’t willing to pay it. If he still refuses, I think you have no choice but to end things.
Honestly, I’m the type who doesn’t do dinner-only meetings except with B2 women. (I rarely make offers to A or B1 women.) I make this clear when we first meet.
So if she suddenly gets her period that day but says she’d still really like to meet for dinner, I reply, “You’ll only receive the travel allowance—is that okay?”
Canceling a restaurant reservation the day before or on the day itself can be difficult and is a real hassle, so I ask them to let me know at least two days in advance whenever possible.
Recently, many hotels have started accepting online cancellations until midnight on the day of the reservation, and more restaurants now allow cancellations through their online systems up until the day before. Realistically, though, I don’t really want to go out of my way to meet for dinner only.
It’s so suspicious that I have to wonder whether the offer came through Universe Club. I’ve never heard of anything like that, so all I can say is that you really struck it lucky.
The 30-year-olds getting ten offers are being offered much higher allowances.
What I say about allowances may not be much of a useful reference, though.
