If you meet and find that he’s genuinely stingy, you can simply say you didn’t feel a connection and end things.

It does give off a somewhat unfavorable vibe, but it may be too soon to write her off based on that alone. Expensive restaurants can feel stiff, and many women secretly dislike being tied up for a long time with a set course meal, so some people choose a more casual place for the first meeting. I don’t think that necessarily correlates with how much allowance she’ll accept.
If you’re getting offers left and right, it might be fine to pass, but there’s no way to know whether that would be the right call. Personally, I wouldn’t expect much, but I’d meet her once. Whether it works out or not, it becomes valuable experience and helps you develop your ability to read these situations.
