When I’m doing papa-katsu (compensated dating in Japan) with someone I find attractive, I sometimes want the relationship to progress beyond papa-katsu.

I don’t think most people are treating it as strictly transactional. They’re holding back because being too proactive can come across as a nuisance when the other person doesn’t feel the same way. If it seems like she’s interested, there may be a chance if you make a move. That said, I think it’s best to proceed while paying close attention to her reactions. In my experience, women I’m not particularly interested in tend to approach me more often. I feel like not being pushy and responding in a pleasant way can ironically make you seem more appealing.
