I’m not affiliated with them or anything, but outside the major cities, I think it’s pretty tough unless you sign up as a Platinum member or higher. In Shikoku, even Platinum might not be enough, though.

When I searched for standard-class members in Ehime and Kagawa, there were only eight.
There may be hundreds in big cities, but even so, that’s quite a small number.
